Background of the Study
Legislative gender quotas are legal provisions designed to increase women’s representation in legislative bodies by reserving a certain percentage of seats for women (Akin & Ahmed, 2023). In Gwagwalada Local Government Area, FCT Abuja, the introduction of gender quotas has been part of broader efforts to enhance women’s political engagement and close the gender gap in political representation (Ogunseye & Adamu, 2024). However, while gender quotas have led to increased female representation in political offices, their impact on women’s political engagement—such as voter turnout, political participation, and leadership—remains a subject of debate (Nwosu & Musa, 2025). This study explores the impact of legislative gender quotas on women’s political engagement in Gwagwalada, assessing how quotas have affected women’s participation in elections, political leadership, and policymaking.

1.2 Statement of the Problem
Although legislative gender quotas have been implemented to increase female political representation, the actual impact of these quotas on women’s political engagement in Gwagwalada remains unclear (Jibola & Sulaimon, 2023). Despite a rise in the number of women elected into political offices, challenges such as limited political education, access to resources, and gender stereotypes continue to affect women’s full participation in politics (Ismail & Abdulrahman, 2024). This study seeks to investigate how legislative gender quotas have influenced women’s political engagement in Gwagwalada and the factors that affect their participation.

1.3 Objectives of the Study

  • To assess the impact of legislative gender quotas on women’s political representation in Gwagwalada.

  • To evaluate how gender quotas have influenced women’s political engagement, including voting behavior and leadership roles.

  • To identify the barriers that prevent women from fully benefiting from legislative gender quotas.

1.4 Research Questions

  • How have legislative gender quotas affected women’s political representation in Gwagwalada?

  • What impact have gender quotas had on women’s political engagement and leadership in Gwagwalada?

  • What challenges limit the effectiveness of legislative gender quotas in enhancing women’s political participation?

1.5 Research Hypothesis

  • Legislative gender quotas have led to increased female political representation and engagement in Gwagwalada.

  • Gender quotas have positively influenced women’s involvement in political leadership roles in Gwagwalada.

  • Institutional and cultural barriers limit the full impact of legislative gender quotas on women’s political engagement.

1.6 Significance of the Study
This study will contribute to the ongoing discourse on the effectiveness of gender quotas in increasing female political engagement. By examining the specific context of Gwagwalada, the findings will offer recommendations for enhancing the implementation of gender quotas and improving women’s political participation.

1.7 Scope and Limitations of the Study
The study will focus on the impact of legislative gender quotas on women’s political engagement in Gwagwalada Local Government Area, FCT Abuja. Limitations include challenges in accessing comprehensive data on political engagement and potential biases in the perceptions of women regarding the effectiveness of gender quotas.

1.8 Operational Definition of Terms

  • Legislative Gender Quotas: Policies that mandate a certain percentage of political seats or representation be reserved for women in legislative bodies.

  • Political Engagement: Active involvement in political processes such as voting, campaigning, holding office, and making political decisions.

  • Barriers: Obstacles that limit or prevent individuals, particularly women, from fully participating in political processes.
